E15 Emergency Summer Waiver Issued
The Environmental Protection Agency (EPA) announced on Wednesday an emergency waiver for Reed Vapor Pressure (RVP) for the summertime months to allow year-round sale of E15 again for 2026, an action that has been executed consecutively each year since 2019.
This waiver is appreciated, since it provides temporary permission to market E15 under current labeling regulations, but it does not provide the permanent certainty that fuel retailers need to make the significant infrastructure investments or fuel portfolio adjustments that would enable meaningful adoption of E15 and fulfill the potential to the farm gate from expanded ethanol sales.
Renewable Fuel Standard Volume Obligations Released
Today, President Trump announced EPA has finalized rulemaking on the Renewable Fuel Standard (RFS) “Set 2” Rule for 2026 and 2027.
The rule will require 15 billion gallons of conventional renewable fuel (i.e. feedstock ethanol) and 10.82 billion gallons of advanced biofuels for 2026, increasing to 10.98 billion for 2027.
All eyes were also on how Small Refinery Exemptions (SREs) would be handled. SREs will be reallocated at a 70 percent ratio (previously proposed at 50 percent) of exempted gallons for 2023-2025, resulting in 2.03 billion gallons of restored demand. This is the highest level of blending obligations in the history of the RFS.
